Key takeaways

  • An FHA streamline refinance works only if your current mortgage is already FHA-insured.
  • A VA IRRRL refinances an existing VA loan into a new VA loan, usually at a lower rate.
  • Both require a waiting period and a net tangible benefit, such as a meaningfully lower rate.
  • Neither is a cash-out loan; they are designed to reduce your rate or stabilize your payment.

An FHA streamline refinance lets homeowners with an existing FHA loan refinance into a new FHA loan with reduced paperwork and usually no appraisal. The VA version, the Interest Rate Reduction Refinance Loan (IRRRL), does the same for VA loans. Both require a waiting period and must deliver a clear benefit, such as a lower rate.

These programs exist to make it easier for borrowers to capture lower rates without full underwriting. They are not available to conventional borrowers, and neither allows you to take meaningful cash out.

What is an FHA streamline refinance?

The FHA streamline refinance replaces your current FHA-insured mortgage with a new FHA loan. "Streamline" refers to reduced documentation, not a special rate. Key features include:

  • Existing FHA loan required. You cannot streamline from a conventional, VA or USDA loan into FHA.
  • No appraisal in most cases. The loan is based on your existing balance rather than a new property value.
  • Limited or no income verification. FHA allows non-credit-qualifying streamlines, though many lenders add their own checks.
  • Net tangible benefit. The new loan must improve your situation, typically through a lower combined rate (interest plus annual mortgage insurance) or by moving from an adjustable to a fixed rate.
  • No cash out. Any cash back at closing is limited to a small amount.

FHA streamline eligibility basics

Lenders generally look for:

  • At least 210 days since closing on your current FHA loan and at least six monthly payments made
  • A recent history of on-time mortgage payments, with little or no late payment in the past year
  • A net tangible benefit as defined by FHA
  • Occupancy rules met for the program version you choose

What is a VA IRRRL?

The VA Interest Rate Reduction Refinance Loan, often called a VA streamline, refinances an existing VA loan into a new VA loan. Highlights:

  • VA to VA only. You must already have a VA-guaranteed loan on the property.
  • Seasoning. The new loan cannot close until the later of 210 days after your first payment due date or six consecutive monthly payments.
  • Net tangible benefit. For a fixed-to-fixed refinance, the new rate generally must be at least 0.5 percentage point lower. Moving from fixed to adjustable requires a larger drop.
  • Recoupment. Closing costs typically must be recovered through monthly savings within 36 months.
  • Occupancy. You must certify that you currently live in the home or previously did, so rentals that were once your home can qualify.
  • Funding fee. 0.5% of the loan amount, unless you are exempt.

How much does a streamline refinance cost?

Streamline refinances still carry closing costs, including lender fees and title charges, though skipping an appraisal helps. Many lenders let you roll costs into the loan or offer a higher rate with lender credits so you pay little upfront.

Because neither program usually needs an appraisal, closing costs are often lower than on a full refinance. Still, compare fees carefully: some lenders advertise streamline loans aggressively and build in points or high origination charges. Ask each lender for a Loan Estimate showing the rate both with and without lender credits.

For FHA borrowers, the new upfront MIP applies, but part of the premium you paid on your current loan may be credited if you refinance within three years. That credit shrinks each month.

Should you use a streamline or a full refinance?

A streamline is usually the easiest path when you want a lower rate and your credit, income or home value might complicate a full refinance. A full refinance may be better when:

  • Your home has gained substantial value. FHA borrowers with about 20% equity or more may benefit from refinancing into a conventional loan, which can eliminate mortgage insurance. Our guide on refinancing to remove PMI and FHA MIP explains this.
  • You need cash out. Neither streamline allows it; consider an FHA or VA cash-out refinance.
  • You want to remove a borrower. Some lenders allow this on a streamline only with credit qualifying.

How to apply for an FHA streamline or VA IRRRL

  1. Confirm your current loan is FHA-insured or VA-guaranteed by checking your statement or closing documents.
  2. Check that you meet seasoning and have a clean recent payment history.
  3. Request quotes from several FHA or VA-approved lenders; you do not have to use your current servicer.
  4. Compare rate, fees and whether costs are rolled in or covered by lender credits.
  5. Lock your rate and provide requested documents.
  6. Review your Closing Disclosure and close.

The bottom line

FHA streamline refinances and VA IRRRLs are some of the simplest ways to lower a mortgage rate, often without an appraisal or full income verification. They still cost money, so confirm the savings pay back your costs in a reasonable time. If your equity has grown or you need cash, compare a full refinance too.

Frequently asked questions

Does an FHA streamline refinance require an appraisal?

Generally no. FHA allows a streamline refinance without an appraisal, using your original property value for the loan calculation. That makes it useful for homeowners whose value has not risen or has dropped. Some lenders offer a version with an appraisal, which may let you roll in closing costs. Lenders can also add their own requirements beyond FHA's minimums.

Do you need a credit check for an FHA streamline?

FHA permits non-credit-qualifying streamlines, meaning the program itself does not require income verification or a new credit score in many cases. However, lenders review your mortgage payment history, and many lenders apply their own credit score minimums. Expect some credit check in practice, even if full underwriting is not required.

How soon can you do a VA IRRRL?

Your existing VA loan generally must be seasoned before you can use an IRRRL. The rule is that the new loan cannot close until the later of 210 days after the first payment due date on your current loan or after you have made six consecutive monthly payments. Your lender will confirm the exact eligible date.

What is the VA funding fee for an IRRRL?

The VA funding fee for an IRRRL is 0.5% of the loan amount, which is lower than the fee for VA purchase or cash-out loans. It can usually be paid at closing or added to the loan. Veterans receiving VA disability compensation and certain other borrowers are exempt. Check your Certificate of Eligibility or ask your lender to confirm your status.

Can I take cash out with an FHA streamline or VA IRRRL?

No. Both programs are designed to lower your rate or move you into a more stable loan, not to access equity. FHA limits any cash back to a small amount, and the VA IRRRL does not allow cash out. If you need to tap equity, look at an FHA cash-out refinance, a VA cash-out refinance or a home equity loan.
